Unable to connect to 192.168.2.3 on port 631

By default CUPS listens on and allows connections from the Loopback interface only (127.0.0.1). To allow remote connetions you may either use the Web admin page or hand edit /etc/cups/cupsd.conf.
To hand edit, change the following:
   1. Listen 127.0.0.1:631 ==>  Listen *:631
   2. Under <Location /> add
         Allow @LOCAL
