Hi,
I have two follow-up comments:
  1. On second thought one can use the cups_he.po if for every
untranslated message one copies the msgid value to msgstr.

  2. Actually it seems the cups.css must be localized. Otherwise HTTP
error pages, such as "426 Upgrade required", displays the Hebrew message
left-to-right. 
     When I say "cups.css must be localized" I mean install a localized
copy under doc/he - the master copy under doc is unchanged.
     The only change needed on your part is modify the install−languages
taget in doc/Makefile to copy cups.css if it exsits.
