[cups.general] IPP printing = Offline for Windows?

I've been having difficutly setting up IPP properly for MS Windows XP
users who can successfully print to a CUPS printer with IPP but it
appears on their printer list that it is offline.

Just not sure if this is intended Windows behaviour or if there is
some configuration changes I can make.
