[cups.general] What does "server-error-service-unavailable" mean?

Hi,

I'm trying to modify a printer's configuration and when I press the 
"Continue" button, whether I've changed anything or not, I get the 
message "server-error-service-unavailable".  There's an extensive amount 
of logging, but nothing obvious in the error log.   I can't find 
anything like "not authorized" or "error", etc.  Maybe I just don't know 
what to look for.  Any ideas?
