[cups.general] Modifying printer driver

This sounds pretty clearly like a samba problem.  Essentially, your
print server may never have been setup for the kind of printer
administration you are attempting.  You'd be best off going over the
samba printing howto to make sure you were setup for this.  In
particular, take a look at the "addprinter command" samba directive.
And of course, hit the samba list.  Good luck.
