Because the file is getting typed as application/vnd.hp-hpgl2 and
interpreted by the hpgltops filter.  Since you are passing PCL
text, which is *different* from HP-GL/2, the filter and system
will not be able to print it correctly.

You could add a MIME type and filter definition that correctly
identifies the file as application/pcl and then uses "-" as the
filter, but that will do the equivalent of the "-oraw" option.

Since you are using PCL text, you are already bypassing the added
functionality that comes with CUPS - PCL text is only suitable for
PCL printers...
