CUPSD error

unistalled all CUPS and reinstalled form ports and when i try to run the cups daemon using the the command /usr/local/sbin/cupsd -c /usr/local/etc/cups/cupsd.conf where the orginal conf file is from the install i get the following error message "cupsd: Child exited with status 48!"  i haven't even touched the conf file but i'm starting to believe that the CUPS install from ports is not 100%.  Any help would be great only been beating my head against this hangup for three days now.
