permission denied on cupsd start

I am getting the following error when trying to start cupsd. Done the easy stuff and checked permissions of the files mentioned, but I suspect it more what the code is doing in the library than the library itself.
Any ideas on where to look?

/etc/cups/sbin/cupsd: error while loading shared libraries: /etc/cups/lib/libcups.so.2: cannot restore segment prot after reloc: Permission denied
cups: unable to start scheduler.
