Sure.

Install and configure your printer on the CUPS side, for example
naming the print queue 'YourPrintQueue'

When installing the printer driver under Windows, just type :

        http://yourprintserver:631/printers/YourPrintQueue
        
This should work just fine provided your cupsd.conf allows remote        
incoming connections
