[cups.general] Clearing Win XP spooler

I'm sure I've read of this before, but I can't seem to figure out the correct
terms for google so that the list is reduced to something manageable and close
to what I need

Our WinXP Home machines are doing 2 things that I need to correct:

1. the windows spooler for one printer won't clear print jobs that have been
completed.  It works properly for other printers being shared from the same
server, and windows 98 computers are clearing properly

2. sometimes printers become unavailable even when they continue to work from
win98 machines.  If you go to Add Network Printer, Browse the server doesn't
even show the printers coming up as not available
