[cups.general] printing to a file

Don't do it this way.

Instead write a selfmade backend which sends the data to
the other print queues.
See the "CUPS Software Programmers Manual":
"Writing Filters" and "Writing Backends"
and see the man page "man backend".

Or use for example Tea4CUPS:
