[cups.bugs] [LOW] STR #1399: Adds error-check to pdfopt

The attached patch (applied to espgc-8.15.1) adds a check/prevention to
pdfopt, so someone can't corrupt a pdf file with it by using the same file
as input and output. It also updates the manpage to indicate as such.
