1.1.17 is 3 years old, please consider using a current version of CUPS,
and if not go to Red Hat for support - we don't support Red Hat's 1.1.17
packages.

FWIW, DLink does not implement the LPD protocol correctly; depending on
the model you are using, you *may* be able to use IPP or the AppSocket
(socket://ipaddress) mode instead.
