admin on cups

Hi,

I am having trouble enabling the administration on cups.  From my localhost computer I can access the administration but from another computer on the network I can access cups but cannot get into the administration.  I have tried to change this but I can't seem to get it to work.

Also when I try to run cupsd through the terminal i am gettin an error:
cupsd: Child exited in status 98!

Any help would be great,
