What's the pitch for "CUPS 1.2 natively on Win32" ?

What is the current state of compiling CUPS (or parts of it, such as 
the scheduler, or the pstops filter) on Windows (natively, without 
using Cygwin)? 

I noticed the "vcnet" subdir with the project file "libcups2.vcproj".
Is this up to date? Which parts of CUPS are supposed to...

  a) ...compile
  b) ...work

on Win32 ?
