Download Mac binary

I have been attempting to download the Macintosh binary from a Mac Powerbook G4. However, the file that is downloaded does not match the size (way to small) AND has an exe extension, which really doesn't make sense.

For example, if I download cups-1.2.1.dmg from "Oregon, USA via HTTP",
I receive the file "wequriao.exe" size 64 KB...

I'm pretty confused about this! Has anyone else experienced this?
