trouble adding beh

Not knowing *anything* about SELinux nor Fedora/Redhat (never used 
them), I'd do the following to reproduce the problem:

 * disable SELinux
 * remove beh
 * stop/start CUPS to make it forget beh
 * enable SELinux
 * see if problem re-appears
