[cups.general] banner pages with CUPS

Yes, it is possible.

Which version of CUPS? Which OS?

*How* exactly do you print from your clients to the CUPS server?

[ if you have Samba Win32 clients, the job goes via the Windows
  spooling system to Samba, and Samba hands over the job as a
  "localhost" client (CUPS does not know about the remote Windows
  client)... ]
