spool numbers

Normally it does not reuse them.  CUPS 1.2 uses a job.cache file to
keep track of the last job ID used separate from the spool directory.
Prior to that, CUPS just used the highest job ID it found in the
spool directory, and that is still the strategy if the job.cache file
is missing.
