cupsLangString() was a macro in 1.1.x, and the only known user of it was
the CUPS code...  When we re-did the I18N code for 1.2, we needed to have
an actual lookup function which we named with a leading underscore.

I did a quick check, and it looks like that is the only documented API
that was renamed in 1.2...
