[cups.bugs] [MOD] STR #1859: Missing socket support on HP-UX

Some Linux socket flags are not supported on HP-UX (and maybe on other
systems). Please try to detect unix socket support in configure and set
"#define AF_LOCAL AF_UNIX" if present.

I attached a little workaround (maybe someone need in the meanwhile).
