Free Software :

Non-Free Software :

All of these can do quota enforcement.

Other Free Software listed on www.cups.org like accnsmp and jasmine
only do print accounting AFAICT. This seems to be the case
for X2 Print Accounting (non-Free Software) as well 
(http://printaccounting.x2studios.com)
