[cups.general] Is http://www.linuxprinting.org/beh.html still useful with cups 1.2.X?

Partially, if you only wanto to set immediate disabling of the queue,
infinite repeating of the job with 30-second intervals or ignoring the
problem and discarding the job, you are fine with CUPS 1.2.

If you want to have more configurability, beh still makes sense. Extra
functionality:

- Modify repetition interval
- Do a finite number of retries, after that discard the job or disable
  the queue
