[cups.general] Latest Debian version (1.2.1) will not print

I should have added:

There is now a "Printer not connected; will retry in 30 seconds" message 
when I attempt to print anything.

I have attempted to have it print a test page, which gave me a "Quota 
limit reached" error.  There are no quotas set.

Any ideas?
