There is one major difference--since I have (apparently) installed the new version of CUPS, the CUPS web admin interface is slightly different.  However, most tasks (exporting the printers to samba, for instance) fail with a "Permission denied" error.

I am able to do some admin tasks, so obviously the login and password work.  There are no new entries in the logs to explain what's going on.
