[cups.general] Some of the manpages seem sparse when compared toweb docs

Breezy has CUPS 1.1.23. 

CUPS 1.1.x has a different documentation structure. For example, no 
/help...

For print options on a 1.1.23 CUPS, look at http://localhost:631/sum.html
