As far as I can see you deny any access from other hosts except localhost.
At least you don't allow. (don't know if CUPS automatically denies all
others, but I assume)

Allow From localhost

If your client network is 192.168.0.0/24 you can use this:

<Location />
Order deny,allow
Deny From All
Allow From localhost
Allow From 192.168.0.0/24
</Location>



If you still have troubles you can do following test:
Try to connect with a webbrowser from the client to the CUPS server (port
631).
