It's the CUPS client that picks up printers via CUPS browsing. A client
that has a local CUPS daemon running, though. ;-)

Are you sure this is the correct notation? (At least it is very unusual
for a 192.168.* network...)
What is the output of the "ifconfig" command on your server?

This is wrong! The "address" string has no place in these lines.
Again: are you sure this "192.168.14.0/192.168.14.254" are the actual
address/netmask you want/need?

What is the IP address of host "fcoffice.ptfd.org"? What is the result
of running "ifconfig" there?

Here is your main problem for now!! (Note, that the "E" at the
beginning of such a line means "Error")
What is the output of
"ls -l /usr/lib/cups/backend/ipp"
"ls -l /usr/lib/cups/backend/*"
? Does the "ipp" backend exist? Is it executable?
