Bad IPP operation name

I've reinstalled the package for the server and confirmed the CUPS-Add-Device and CUPS-Delete-Device are not there. I may have copied over an
old cupsd.conf for my testing.

After making some changes to the cupsd.conf file, a 1.1 client was able
to poll the server and print successfully.

However, a 1.2 client is still having issues. It starts to poll and
then exits abruptly:
