[cups.bugs] [LOW] STR #1754: "mailto.conf" has neither man page nor article in "Reference" section of web interface

Trying to run the "mailto" notifier yields a 'ERROR: Unable to open
"/etc/cups/mailto.conf" - No such file or directory' message.

However, a mailto.conf file is nowhere documented yet; so guessing what it
should look like is a bit difficult for me... :-)
