Mime.* files are not used for raw queues.
Activating the application/octet-stream line in mime.* files
does not make a normal queue a raw queue.
If raw printing is activated in *.types and *.convs,
raw printing is done as fallback if no other mime type applies.
This way any user can accitentally print tons of sheets with
meaningless characters when sending unsupported binary data
(e.g. *.doc files or whatever proprietary format) to CUPS.
An explicite "-o raw" is possible in any case to enforce
raw printing when the user really wants it.

Therefore my question:
Is it really a raw queue?

If it is really a raw queue, it is only the Windows driver
which produces the data for the printer.
Therefore you must solve the problem at the Windows driver.
