Problems with automatical holding of jobs

Hi :)

I asked in this forum how to hold printjobs by default, and someone told me to use

"lpadmin -p Printer -o hold-job-until=indefinite"

but it didn't work. The Clients can print as usual.
I need a possibility for the server to hold the jobs by default, I can't just set the IPP option at the workstations, because the users can (and will) change them...
