OK, we've gone around the table here; for the moment, at least, we will not
be shipping localized man pages with the base CUPS distribution. Aside
from the issue of keeping them current, right now only Linux (and maybe
*BSD) support localized man pages anyways.

We'll keep your files around in case we change our minds, but for now we
won't be including them.
