I have a new idea about this problem.

At this moment, only the home page and all the buttons are in English. 
Rest of pages are in Spanish.

I think that after r5352 changes, the web pages server seeks these files 
(index.html and *.gif) in /usr/share/doc/cups/es_ES instead of  
/usr/share/doc/cups/es. I have tested this, renaming 
/usr/share/doc/cups/es directory to /usr/share/doc/cups/es_ES and now 
web interface is completely in Spanish (including dates).

Can you check this?
