[cups.bugs] [LOW] STR #1531: English and Spanish languages are mixed in web interface

Trying to visualize spanish web interface, home page appears in English and
the rest of pages in Spanish except buttons (also in English).

I think that after r5352 changes, the web pages server seeks these files
(index.html and *.gif) in /usr/share/doc/cups/es_ES instead of 
/usr/share/doc/cups/es.

I have tested this, renaming /usr/share/doc/cups/es directory to
/usr/share/doc/cups/es_ES and now web interface is completely in Spanish
(including dates).
