How to pause new jobs

I'm looking to setup a "Hold Queue" that will pause any new incoming jobs.  The user that sent the job then needs to ask a lab assistant to release that job to the printer by telling the assistant the name of the file sent and the machine it was sent from.

Is it possible to set this up in CUPS?  I used to run an AppleShare IP server because it was the only Apple product that had this feature.

I know in OS X you can "Stop" the whole Printer, but there is no way to release individual jobs.  Anyone have a way to do this.  The other way is to setup a non-specific Queue that is Stopped, and then have the lab assistant manually move the Job from the Stopped Queue to the Active Queue.  But, in OS X, the Job does not show up with enough information in the Printer Setup Utility to do it this way.  Under the CUPS web interface, their doesn't appear to be a way to move a job from one Queue to another.

I was looking in the CUPS configuration files looking for a way to pause new jobs coming into a Active Printer Queue, but their doesn't appear to be an option.
