[cups.general] BUG: locale/Makefile breaks if $(LANGUAGES) is null, i.e, /bin/sh hates it not bash

Hi,

locale/Makefile breaks if $(LANGUAGES) is null, as specified by
--with-languages="".
I'm trying to only install en but there is no index.html.en file, i.e.,
if I say

--with-languages="en" it can not find index.html.en

ps. Perhaps being able to recursively process all Makefile with
MAKE=/bin/bash
would be good. I.e., some kind of Makefile.in file should be in locale?
