[cups.bugs] [MOD] STR #1676: Stopped jobs should be treated as not-completed

Stopped jobs should be treated as not-completed. 
Currently they show up with:
  lpstat -W all
but not with either:
  lpstat -W not-completed
  lpstat -W completed

In addition, for the stopped state jobs.tmpl should not reference
time-at-compleation or the completed time should be set in cupsdStopJob().
