Given that the POSIX locale uses US-ASCII only and US currency, sorting,
etc. rules, it makes no sense to use an international paper size for a
US-specific locale.

glibc is broken in this respect - looks like someone decided to use the
international standards for the US-centric POSIX locale...

FWIW, this code is only used if you don't have libpaper installed...
