cups does not run

hello All...

I tried running cups 1.2.3 on fedora core 4
with kernel 2.6.17., gcc 4.0.2.
I tried 'service cups start' - it said
cups: started scheduler.                                   [  OK  ]
But when I invoked lpr, it gave -
lpr: Error - scheduler not responding!
Also when I did 'ps aux|grep cups', it gave -
root     14747  0.0  0.1   3764   664 pts/1    R+   09:34   0:00 grep cups
That means no cups daemon was started.
The original cups installation on fedora was
running fine. But I used cups 1.2.3 source
for some academic purpose.
In the error log, I could see only error
message - cupsdAddCert: Unable to create certificate file /var/run/cups/certs/0 - File exists.
Rest all are debug or other messages.

Could anybody help me in this?
