Since cupsd has its own internal web server, if its not replying, then I'd 
suspect that cupsd is not running, possibly because of an error in 
the /etc/cups/cupsd.conf file.  Set the debug level up near the front of 
that file, restart cupsd, and go look in the error_log called out in that 
same file.  It might be enlightening.
