How can page accounting (e.g. via pstops) work in general
when the Windows clients run a printer driver and send
whatever random printer specific data?
According to mime.types it seems that in particular PCL data
is assigned to application/vnd.cups-raw which would not pass
any filter so that there is no page accounting for PCL data.
As far as I know page accounting requires that the Windows clients
produce clean printer-independent full DSC conformant PostScript
(in particular with the DSC page comments and without any "copies"
settings via a job control language).
