It seems you should not use a "raw" queue ("raw" means "really raw")
but a simple "System V style interface script" to provide CRLF,
see "man lpadmin", "man 7 filter" and for example

By the way:
Usually you can set something inside the printer to let it recognize
all kind of line breaks (LF, CR, CRLF) and/or to do automated LF->CRLF
and/or CR->CRLF conversions, have a look at your printer's manual.
