When printing a job to a remote IPP queue, if an error occurs (such as
out-of-paper) and the ipp backend sees this in the printer-state-reasons,
it sets its state message to be a corresponding textual description.

However, once this error state is cleared at the printer (paper filled),
the ipp backend doesn't replace its state message with anything saying
'everything's alright now'.  So for a long-running print job, after the
first load of paper is used up there is no way to tell when more is
needed.
