New Cups server and printer.conf

Just a raw guess. You did copy the printer.conf, but left all other 
files unchanged?  Depending on the installation state of your cupsd.conf 
  things may run different to your expectation.
Your intention was to have a 2nd server node as failover for the 1st 
one?  Then you should copy cupsd.conf, ppd and ppds.dat as well from the 
1st server. But do not forget to change the servername in cupsd.conf .
Anyway - the origin of your problem can be found in cupsd.conf .
