[cups.general] Q. Apparently BrowseAllow @LOCAL and Browsing Off still allows one to see printers being broadcast on subnet?

Hi, I have a Ubuntu/Dapper system running cups with Browsing Off and
BrowseAllow @LOCAL and I *see* printers on a server on the same subnet. Is
this the expected behaviour? lsof -i shows cups is listening via TCP on
localhost and it has a Unix socket file open and it is NOT listening to UDP
broadcasts (presumably because Browsing Off).
The printer browse packets arrive via UDP don't they? Perhaps
I'm misunderstanding something since I would have thought one sees NO
printers.
