By default a package like suselinux-manual_en (English version)
should be installed on all our Suse Linux products and then there is
/usr/share/doc/manual/suselinux-manual_en/manual/index.html
and in particular
/usr/share/doc/manual/suselinux-manual_en/manual/sec.p.special.html
where it is also described.
