[cups.bugs] [MOD] STR #2028: EPSON wants to use lpr through SNMP backend

I have committed the simple check for Epson just as we do for the other
non-IPP manufacturers. That will trigger use of port 9100 or LPD depending
on what the printer supports.

For CUPS 1.3, the proposed enhancements to the SNMP backend will allow us
to choose a particular protocol from the snmp.conf file instead.
