[cups.bugs] [MOD] STR #1954: Any backend error causes the queue to be put on hold

Rather than following the new backend error policy in backend.h, any
backend error causes the queue to be put on hold. 

Appears to be caused by this call chain:
  cupsdFinishJob() -> cupsdStopJob() -> cupsdSetPrinterState()
