Further Update:

It turns out that the offending line which is causing CUPS to crash is the set of escape codes at the top of the file which cause the receipt printer to print the company logo which is stored within the printer itself.

There are two new TGZ files:  fixed.tgz and broken.tgz  located at:

http://fmdev.com.au/fixed.tgz       and
http://fmdev.com.au/broken.tgz

If those control characters are present the CUPS will not start.

Has anyone seen this before?
